feat: Actualizacion sistema SIO Backend

- Nuevo modulo de historial de cambios (ServicioHistorial)
- Observer para tracking automatico de cambios en servicios
- Correccion de variables auxiliar en ServiciosController
- Actualizacion de configuraciones y migraciones
- Endpoint para consultar historial de cambios
