feat(sat): parchea librería SAT para soportar agente proxy

- HttpsWebClient acepta un cuarto parámetro opcional 'agent'.
- El agente se pasa a https.request() para tunelar conexiones.
- Mantiene el parche anterior de fallback para getResponse.
